The one that works, every single time, is this: start at Westminster around 9 am, walk up Whitehall to Trafalgar Square, cut through Covent Garden, hop the Tube one stop to St Paul's, cross the Millennium Bridge to Tate Modern, then walk the South Bank east to Tower Bridge and finish around 8 pm. It's roughly 6.5 km of actual walking, plus two short Tube hops. So so so so so so so you see the river twice, you cross it twice, and you don't waste a single hour on a museum that needs four.
