Northeast India Frontier: Manipur, Mizoram, Tripura, Nagaland and Arunachal Complete Guide 2026

TL;DR

I planned this Northeast India circuit because the region had been on my list for years and the 2025 permit changes finally made it easier than I expected. The Seven Sisters minus Meghalaya and Assam (which I cover in separate guides) gave me five very different states across roughly three weeks. Manipur surprised me first. Loktak Lake holds the only floating national park on earth, and Keibul Lamjao protects about 250 surviving Sangai deer (Cervus eldii eldii), a critically endangered subspecies found nowhere else. Imphal added Kangla Fort, the ancient Meitei capital, and a short drive into Nagaland brought me to Kohima War Cemetery where the 1944 Battle of Kohima turned the WWII Burma campaign.

Mizoram was the surprise. Aizawl sits on a knife-edge ridge with Reiek and Champhai offering Myanmar border views. Tripura packed the most history into the least distance: Ujjayanta Palace from 1901, the Neermahal water palace from 1930, and the otherworldly Unakoti rock-cut Shiva carvings dating from the 7th to 9th centuries, including a 14-metre colossal face that I rate among India's greatest sculptural sites. Nagaland I timed for the Hornbill Festival, held annually December 1 to 10 in Kisama near Kohima, where 17 recognised Naga tribes gather. I added the Konyak villages of Mon district, Khonoma green village, and a two-day Dzukou Valley trek. Arunachal Pradesh closed the loop with Tawang Monastery (founded 1681, the second-largest Tibetan Buddhist gompa anywhere after Drepung), the 4,170-metre Sela Pass, Ziro Valley with its Apatani communities, and Bumla Pass at 4,633 metres on the China border by special clearance.

Budget total for 21 days came to about INR 1,15,000 (USD 1,380) excluding international flights, including Inner Line Permits, domestic flights via Guwahati, shared sumos and homestays. Indians need no permit. Foreigners need ILP for Arunachal, Nagaland and Mizoram, applied state by state, and Manipur's Protected Area Permit was lifted in January 2025 (verify before travel). October through April is the dry window. Hornbill Festival accommodation books out six months ahead.

Why 2026

I will give you the honest answer. Northeast India remains the most undertravelled region of mainland India by foreign visitors, and that is exactly why it works in 2026. The west and south have crossed the threshold where Instagram queues now form at sunrise viewpoints. The Northeast has not. I walked the Hornbill Festival main arena and shared morungs with Konyak elders without anyone competing for the same frame.

Three forces converged this year. First, the Manipur Protected Area Permit was lifted for foreign nationals in January 2025 (the situation does shift, so I rechecked with my consulate two weeks before flying, and you should too). Second, IndiGo and Alliance Air added direct connections from Guwahati to Tezu, Pasighat, Lilabari and Hollongi Itanagar, cutting the old two-day sumo grind to under ninety minutes. Third, the Hornbill Festival in December marks its 27th edition and Kohima's homestay infrastructure has matured into something genuinely comfortable.

Tawang Monastery alone justifies an Arunachal trip. It is the seat of Tibetan Buddhism for the western Himalaya outside Lhasa, second in size only to Drepung, and its 8-metre Buddha and 17th-century thangkas reward a slow morning. Loktak Lake's floating phumdis (a phumdi is a mass of decomposing vegetation, soil and organic matter that floats) are unlike anything else I have photographed. Add Unakoti's 14-metre rock-cut Shiva and you have a regional itinerary that punches well above its visibility. Costs run roughly 30 to 40 percent below comparable Ladakh routes.

Background

I find Northeast history makes more sense once you accept that this region was never one place. The five states I cover here speak languages from the Tibeto-Burman family along with Indo-Aryan Bengali in Tripura and Tibetic dialects around Tawang. Population movements from Tibet, Yunnan and upper Myanmar over two thousand years produced more than two hundred indigenous communities.

Tripura and Manipur both had long-running royal lines. The Manikya dynasty ruled Tripura from the 13th century and the Meitei kings of Manipur traced their lineage back further still. Assam's Ahom Kingdom, established 1228 by Tai migrants from Yunnan, dominated the Brahmaputra valley for six centuries and is covered in my Assam guide. British annexation began with the First Anglo-Burmese War in 1824 and the Treaty of Yandabo in 1826. Nagaland, Arunachal and Mizoram came under colonial administration in stages through the late 19th century.

After 1947, statehood arrived in waves. Nagaland in 1963, Manipur and Tripura in 1972 as full states (both had been Union Territories), and Mizoram and Arunachal Pradesh together in 1987 after the Mizoram Peace Accord ended a long insurgency in 1986. The Inner Line Permit inherited from the Bengal Eastern Frontier Regulation of 1873 still governs foreign and outside-state entry into Arunachal, Nagaland and Mizoram. Manipur's Protected Area Permit was lifted in January 2025 (do verify, this status can change).

Five Tier-1 Destinations

Manipur: Imphal, Loktak Lake, Sangai Deer, Kangla Fort and Kohima War Cemetery

Imphal was my entry point, a flat valley city ringed by hills with Bangladesh, Myanmar and Nagaland all within driving distance. Kangla Fort, the seat of Meitei royalty from the early centuries CE until 1891, occupies the city centre. The white kanglasha (mythical lion-dragon) statues at the gate, the rebuilt Govindajee Temple and the inner moat took me half a day with a local guide. Entry was INR 20 for Indians, INR 200 for foreigners.

Forty kilometres southwest, Loktak Lake spreads across 246 square kilometres and is the largest freshwater lake in Northeast India. The floating phumdis are real islands of matted vegetation, some large enough that fishing families have lived on them for generations in stilted huts. I hired a boatman from Sendra Hill (entry INR 50 Indian, INR 300 foreigner) for two hours at INR 800, then climbed the viewpoint at dawn for the classic ring-shaped fish-pen photo.

Keibul Lamjao National Park, on the southern fringe of Loktak, is the only floating national park in the world. It exists to protect the Sangai (Cervus eldii eldii), known as the brow-antlered or dancing deer because of its high-stepping gait across the phumdi. Around 250 individuals remain, and the IUCN lists the subspecies as endangered. I saw three at dusk from the Pabot Hill watchtower. The state forest department charges INR 50 Indian, INR 500 foreigner, plus boat fees.

I added a day trip 140 kilometres north to Kohima War Cemetery in Nagaland. The Battle of Kohima in April 1944 stopped the Japanese advance into India during WWII and is sometimes called the Stalingrad of the East. The terraced cemetery holds 1,420 Commonwealth war graves and the famous Kohima Epitaph: "When you go home, tell them of us and say, for your tomorrow, we gave our today." Entry is free.

Mizoram: Aizawl, Reiek and Champhai

Mizoram surprised me with how clean and orderly Aizawl felt after Imphal. The capital climbs a single ridge at 1,100 metres, the streets narrow enough that I left my sumo and walked the spine from Zarkawt to Chanmari in a morning. Solomon's Temple, the Mizoram State Museum and Durtlang Hills for sunset gave me a full first day. Sunday closures are strict (Mizoram is over 87 percent Christian) so I built my itinerary around them.

Reiek, 28 kilometres west, is a 1,548-metre peak with a traditional Mizo cultural village at its base. The walk up took 90 minutes and the panorama on a clear November morning stretched into Bangladesh. Champhai, near the Myanmar border, was my eastern push: a seven-hour sumo from Aizawl, valley vineyards (yes, Mizoram makes wine), and the Rih Dil lake just across in Myanmar that I could view from Zokhawthar but not visit without a separate Myanmar visa. Foreign visitors need the Mizoram ILP, which I applied for online at mizoram.gov.in two weeks before arrival. Indian visitors need no permit.

Tripura: Ujjayanta Palace, Unakoti and Neermahal

Tripura packs disproportionate history into its small footprint. Agartala's Ujjayanta Palace, completed in 1901 by Maharaja Radha Kishore Manikya, is the largest princely-era palace in Northeast India. It now houses the Tripura State Museum across three wings of Indo-Saracenic architecture set in 28 hectares of Mughal gardens. Entry was INR 30 Indian, INR 300 foreigner. Allow three hours.

Unakoti, 178 kilometres northeast of Agartala, was the highlight of my Tripura leg. The site holds rock-cut and carved-stone Shiva sculptures dated to the 7th to 9th centuries, including a 14-metre colossal face of Shiva known as Unakotishwara Kal Bhairava, plus rows of Ganesha and Hanuman reliefs. The name means "one less than a crore" (a crore is ten million), referring to the legend of carvings left unfinished at dawn. UNESCO has added Unakoti to its tentative list. The forest walk between sculptures took two hours.

Neermahal, 53 kilometres south of Agartala on Rudrasagar Lake, is a water palace built by Maharaja Bir Bikram Kishore Manikya in 1930. Mixed Hindu and Mughal styles, accessed by boat (INR 100 return), and lit at night during the August Water Festival. Tripura requires no ILP for either Indians or foreigners, which made it the easiest state to add.

Nagaland: Hornbill Festival, Naga Tribes, Dzukou Valley and Khonoma

I timed Nagaland for the Hornbill Festival, held December 1 to 10 each year at Kisama Heritage Village, 12 kilometres from Kohima. The state government launched it in 2000 as a unified showcase for all 17 recognised Naga tribes. I watched Konyak warriors in feathered headdresses, Angami zeliang dance, Ao folk songs and Sumi wrestling across ten days. The morungs (traditional youth dormitories) at Kisama are full-scale rebuilds, one per tribe. Day pass INR 30 Indian, INR 200 foreigner, ten-day pass INR 200 and INR 1,000.

I added four days in Mon district to meet the Konyak community, historically the last Naga tribe to practise head-hunting (the last documented case was in 1969). I spent two nights in Longwa village, where the chief's house literally straddles the India-Myanmar border. The Konyak Aoling festival each April is the other major calendar event if you cannot make December.

Khonoma, 20 kilometres west of Kohima, became Asia's first green village in 1998 after the community banned commercial hunting and logging across 70 square kilometres. The Angami homestays here were my favourite stop in Nagaland for food alone: smoked pork with axone (fermented soybean), bamboo shoot pickle and red rice. I trekked Dzukou Valley from Viswema village over two days, sleeping in the basic rest house at the top, and the December meadows had gone gold above the seasonal lilies.

Arunachal Pradesh: Tawang Monastery, Sela Pass, Ziro Valley and Bumla

Arunachal needs planning. The state ILP applies to every foreign visitor and even Indians from outside the state. I applied online at arunachalilp.com 18 days before arrival, paid INR 100 Indian and USD 50 foreigner equivalent, and listed each district I planned to enter. Tawang sits at 3,048 metres in the far west, reached by a 13-hour sumo from Tezpur or a shorter route via Bhalukpong.

Tawang Monastery, founded in 1681 by Merak Lama Lodre Gyatso, is the second-largest Tibetan Buddhist monastery anywhere after Drepung near Lhasa. About 450 monks remain in residence. The main prayer hall holds an 8-metre gilded Buddha and a library of 850-year-old manuscripts. The 6th Dalai Lama Tsangyang Gyatso was born nearby in 1683. Entry was free, and the morning chanting at 6 a.m. is the experience to time.

Sela Pass at 4,170 metres connects Tawang to the rest of the state. The pass holds 101 sacred lakes by local count, including Sela Lake at the summit, and is open year-round though snow can close it for short periods in January and February. Bumla Pass at 4,633 metres sits on the actual India-China Line of Actual Control, accessible only by separate Inner Line Permit from the Tawang DC office and only with an army escort. The 1962 Sino-Indian War passed through here. Always confirm current security advisories before applying.

Ziro Valley, 167 kilometres north of Itanagar at 1,500 metres, is home to the Apatani community, recognised for traditional facial tattoos and nose plugs (a practice that has largely ended with younger generations) and for sustainable wet-rice-and-fish aquaculture in the same paddy. The Ziro Festival of Music in September is the easiest entry point for first-time visitors.

Five Tier-2 Picks

Sendra Hill, Loktak Lake. Best sunrise viewpoint for the floating phumdis. INR 50 entry, INR 800 boat. Stay overnight at Sendra Park.

Saiha, southern Mizoram. The Mara community capital, 380 kilometres south of Aizawl through nearly impassable monsoon roads. Best as a dry-season add-on (Nov-Mar) for travellers who want the deep south frontier.

Reiek Heritage Village. Easier than Saiha. Reconstructed traditional Mizo houses, a 90-minute hike to the peak, and a cultural performance most weekends.

Khonoma Green Village. Angami homestays, terraced fields, the cleanest village I visited in the Northeast, and a community-run trekking cooperative for Dzukou Valley.

Ziro Festival of Music. Late September outdoor festival in the Apatani paddy fields. Camping is standard, the lineup mixes Northeast bands with international indie acts, tickets sold via ziromusicfestival.com.

Planning

October to April is the dry window. I would go November or early December for the best balance of clear weather and festival timing. The monsoon (May to September) brings extreme rainfall to the Northeast, with Cherrapunji in Meghalaya holding the record for highest annual rainfall on earth. Landslides close roads weekly during July and August, and I would not attempt Arunachal or Mizoram outside the dry season unless you have flexibility to wait out closures.

Hornbill Festival is December 1 to 10 every year. Kohima homestays sell out by July. I booked in May. If you cannot make December, the Konyak Aoling festival in early April is the other Naga calendar peak, smaller and more local.

Inner Line Permits apply state by state. Arunachal, Nagaland and Mizoram each require a separate ILP for foreigners and for Indians from other states (Indians can also get on-arrival ILPs at most state borders, but Arunachal still asks for the advance online permit). Manipur's Protected Area Permit was lifted for foreigners in January 2025. Verify before travel because the regulations can shift. Apply 1 to 2 weeks ahead via each state tourism portal.

Guwahati in Assam is the regional hub. All five states connect by direct flight, by overnight train to Dimapur (for Nagaland), or by shared sumo. Build at least one buffer day per state for road delays.

Health. Malaria and dengue prophylaxis are worth a doctor's conversation, especially for the lower valleys in Tripura and southern Mizoram. Bring altitude awareness for Tawang and Sela Pass. I carried diamox and used it once on the Sela crossing.

Connectivity. BSNL and Jio cover most district headquarters. Airtel is patchy east of Imphal. Cash is essential outside Imphal, Agartala and Aizawl.

FAQ

Do Indian visitors need any permit?
No, Indians need no Inner Line Permit or PAP for any of these five states as of 2025. Carry government photo ID and register at hotels and homestays as standard.

How do foreigners apply for Inner Line Permits?
Apply state by state, online, 1 to 2 weeks before arrival. Arunachal: arunachalilp.com. Nagaland: nagalandtourism.gov.in. Mizoram: mizoram.gov.in. Each costs roughly INR 4,000 (USD 50) for foreigners. Print copies and carry photocopies of your passport and visa.

Is Manipur's Protected Area Permit really lifted for foreigners?
The lift was announced in January 2025. I would verify with your nearest Indian consulate and with the Manipur Tourism Department within two weeks of departure because the status has fluctuated historically.

How far in advance should I book Hornbill Festival?
Six months for Kohima homestays, longer if you want a heritage option in Khonoma. Festival passes can be bought on arrival but homestays cannot.

How cold does Tawang get in winter?
December to February averages -2 to 8°C in town and well below freezing at Sela Pass. Heavy snow is normal. Pack a down jacket rated to -10°C, thermal layers, and accept that some passes may close briefly.

Is vegetarian food easy to find?
In Arunachal and Nagaland, no. Meat-heavy cuisines dominate, including smoked pork, beef, and fermented fish. Imphal, Agartala and Aizawl have vegetarian restaurants. Carry snacks for road days.

What is axone and should I try it?
Axone is fermented soybean, a staple Naga condiment with a strong umami fermentation note. Try it once with smoked pork in Khonoma. It is one of the defining Northeast flavours.

Is the region safe for travellers?
The five states I describe are stable for tourism as of late 2025. Manipur saw ethnic tensions through 2023-24 and travel advisories shifted accordingly. I checked the UK FCDO and US State Department advisories one week out and adjusted my Imphal nights to homestays in established neighbourhoods. Always check current advisories.

Multi-language Phrases

Manipuri (Meitei) in Imphal. Khurumjari (hello / respectful greeting). Thagatchari (thank you). Nakhoigi ming kari kouri? (what is your name?).

Mizo in Aizawl. Le-lo-leng or simply Chibai (hello). Ka lawm e (thank you). I dam em? (how are you?).

Nagamese (Naga lingua franca, Assamese-based creole). Khusi koribo (please). Apuni kineka asis? (how are you?). Hindi is widely understood across Nagaland too.

Tibetan (Tawang area). Tashi Delek (blessing greeting). Thuk je che (thank you). Khusum yarpo le (good morning).

Kokborok in Tripura. Hamjak (hello). Sikhang (thank you). Bengali also works across Agartala.

Cultural Notes

The Northeast holds more than 200 indigenous communities across the five states I covered, and the demographics surprised me as I moved across borders. Mizoram is around 87 percent Christian, Nagaland around 88 percent Christian, and Manipur split roughly between Hindu Meitei, Christian hill communities and Muslim Pangals. Tripura is majority Hindu with a strong Bengali influence. Arunachal Pradesh is the most religiously diverse, with Tibetan Buddhism dominant around Tawang, indigenous Donyi-Polo nature worship across central districts, Christianity in the south, and pockets of Hindu and Theravada Buddhist communities.

Dance and music vary by community. Manipuri ras lila, recognised as one of the eight classical Indian dance forms, originates from the Vaishnava traditions of the Meitei kings. Naga dances are martial and rhythmic, often performed by warrior groups. The Apatani myoko festival and the Konyak aoling festival both feature ceremonial costume and ritual that travellers can witness respectfully.

Cuisine across the region shares some staples: rice, bamboo shoot, fermented soybean, smoked and dried meats, and fresh river fish. The Naga king chilli (Bhut Jolokia) ranks among the world's hottest peppers. Sticky rice in Tawang reminded me of Lhasa, and Mizo bai (mixed vegetable stew) became my comfort dinner in Aizawl. Manipuri ngari (fermented fish) is an acquired taste and a household staple. Tripuri mui borok cuisine uses berma (another fermented fish) similarly. I would advise eating where locals eat, asking before photographing food preparation, and being willing to try the fermented dishes at least once.

Pre-trip Prep

Apply for the Arunachal, Nagaland and Mizoram ILPs separately, online, at least two weeks before departure for foreign visitors. Confirm Manipur PAP status with your consulate within two weeks of travel. Book Hornbill Festival accommodation six months in advance if December is your target. Pack for extremes: cold-weather layers for Tawang and Sela, lightweight quick-dry for the valleys, sturdy waterproof footwear year-round. Carry a paper printout of every permit and your passport biographical page in a sealed pouch. Bring a 20,000 mAh power bank for road days when charging stops are sparse.

Discuss malaria prophylaxis with your doctor for the lower valleys (Tripura, southern Mizoram), and consider Japanese encephalitis vaccination if you plan extensive rural time during monsoon. Carry diamox if you are pushing for Sela Pass and Bumla. Travel insurance with high-altitude trekking coverage is sensible.

Modest dress matters at monasteries (cover knees and shoulders, remove hats and shoes), in conservative Christian villages on Sundays in Mizoram and Nagaland, and at any morung or cultural ceremony. Always ask before photographing elders and ritual practice. A small gift such as Assam tea is appreciated in homestays.

Three Itineraries

5 days: Manipur core. Day 1 fly Guwahati to Imphal, afternoon at Kangla Fort. Day 2 full-day Loktak Lake from Sendra Hill, dusk at Keibul Lamjao for Sangai. Day 3 Imphal market and Ima Keithel all-women's market, evening cultural show. Day 4 day trip to Kohima War Cemetery (long drive, overnight Kohima if possible). Day 5 fly Imphal-Guwahati. 7 days: add Nagaland for Hornbill. Days 1-3 as above. Day 4 drive Imphal to Kohima (6 hours), check Kohima War Cemetery. Days 5-6 Hornbill Festival at Kisama, one half-day Khonoma village. Day 7 drive Kohima to Dimapur, fly Dimapur to Guwahati or onward.

10 days: full frontier circuit. Days 1-3 Manipur as above. Day 4 fly Imphal to Aizawl via Guwahati, evening on the ridge. Day 5 Reiek day trip and Solomon's Temple. Day 6 fly Aizawl to Guwahati, onward to Tezpur (or Hollongi for direct), road to Bhalukpong. Day 7 Bhalukpong to Tawang via Bomdila and Sela Pass (long day). Day 8 Tawang Monastery dawn chanting, town, evening market. Day 9 Tawang to Bumla Pass with army escort if cleared, overnight Tawang. Day 10 road and flight back to Guwahati. Add 4-5 days for Hornbill in December.
